BTA Board of Trustees

President Bob Carpenter is Vice President of American Viewpoint, a public opinion research company located in Alexandria, VA. He has over twenty-five years of political experience at all levels of government. In addition to the work he has done in almost every state in the nation, recently, Bob has conducted survey research in several foreign countries including Zimbabwe, Bosnia, Angola and Liberia and just recently spent ten days meeting with political leaders in Palestine.  Bob also serves as President of the Arts Council of Calvert County and on the Board of Trustees of Artworks@7th, a cooperative gallery located in North Beach. He is a Member of the Chesapeake Beach Board of Appeals, and serves as President of the Windward Key Homeowners Association.  He serves as Treasurer of the Beach Trolley Association, Chair of the Trolley Community Relations Committee, and is an Honorary Chair of the 27th Annual Cancer Gala in Chesapeake Beach. 

First Vice President Marilyn Van Wagner serves as a financial facilitator for the Beach Business Group so that we can bring together both the towns of Chesapeake Beach and North Beach with the State of Maryland to assure the success of our plan for the Beach Heritage Loop Trail Project. The financial goal is to successfully acquire state money and work with the town treasurers to assist us in developing a sound financial plan for the project’s success. As Area Manager for both the West Virginia and Maryland offices of First Guaranty Mortgage Corporation, Marilyn interfaces with Human Resources, IT, Processing, Underwriting, Closing and Post Closing to ensure that all divisions are on the same page with the same common goal; balancing excellence in customer service with increased sales, while maximizing profits and minimizing the risk to the corporation. Marilyn works with upper management to compile a forecast and budget for each office, implementing a plan with very detailed strategies to accomplish the goals which were set forth for marketing, finance, and management. Marilyn graduated with a BS from the College of Business and Management from the University of Maryland with a major in Marketing and a minor in Finance.

Second Vice President Eleanor R. Nelson is a Mediator with the Calvert County Circuit Court and a Certified Trainer of Managing Workplace Conflict for Mediation Training Institute, Int. Her background in human resource management includes the establishment of a first Law School Career Planning and Placement Office, a first HR Department for a large Wall Street Law Firm, and a business start-up in Washington D.C. As Coach on Call, Eleanor works with both individuals and organizations to identify and solve the core problems left undone. In addition to the Board of Trustees for the Beach Trolley Association, she is a member of the Chesapeake Beach Planning & Zoning Commission. the Beach Business Group, and the Board of Directors for the Arts Council of Calvert County.


Third Vice President Judy Ann Harger, COL(r) is is Holland Point Citizens Association President, a Registered Nurse-Intensive Care specialty, and retired Army Nurse Corps officer, with a broad experience in command and general staff, strategic planning, command operating budgets, clinical operations and case management, and medical, patient care, and hospital quality standards of practice. Among many duty assignments she served as a Chief Nurse and Executive Office for combat support hospitals, and Chief of Clinical Quality Standards for the North Atlantic Regional Medical Command, Walter Reed Army Medical Center, covering a 22 state command and ten major medical centers. She worked for the military for 27 years of which 22 were on active duty, honorably retiring in 2002. She is currently the founder and president of Clinical Quality Research conducting licensed professional analysis of clinical data for veterans disability claims and personal injury medico-legal reviews. She attended California’s San Jose City College awarded an Associate of Arts degree in Psychology, the University of San Francisco and San Jose State University receiving a Bachelor of Science in Nursing, University of California Davis Graduate Group in Behavioral Science, and Masters in Quality Systems Management as Distinguished Graduate from the Massachusetts National Graduate School. She lives on Holland Point, is the proud mother of four: Suzanne, Douglas, Stephen and Christopher, and is a member of the Herring Bay Yacht Club, the American Legion Stallings-Williams Post 206, and lifetime member of the Army Nurse Association, Association of the U.S. Army, Disabled American Veterans, and the Military Officers Association of America. 

 

Secretary Norma Robertson carries on the “Spirit of the Beach” as a Realtor with RE/MAX 100 Real Estate concentrating on listings and sales in the Calvert Co. area with her expertise being the north county. As a resident of Chesapeake Beach, she particularly enjoys that market along with the town of North Beach. As a Rotary member, Norma has a keen interest in the Northern Calvert Co. Boy’s and Girl’s Club, and she is excited about the new facility now under construction in North Beach. Norma is a ground- breaking advocate for this entire community, to which she is committed to promoting economic growth and prosperity. She is currently the Vice President of the Beach Business Group, a member of the Beach Vision Group, served from 2003-2005 on the Windward Key Home Owners Association Board, and is a founding member of Art Works @7th, a co-operative gallery in North Beach. Self-described as a local “cheerleader” for business development, friends and colleagues in the area would add a note that if you have inquiries about the Beaches, anything at all, simply ask Norma. She will welcome the opportunity to put you in touch with the proper people or get answers to your questions.

Treasurer Robert E. Munro designed the website for the Beach Trolley Association and serves as its webmaster. Other specialties include computer graphics, spreadsheet and database design and information management. His MS in Wildlife Management from The Pennsylvania State University and subsequent career as a Wildlife Biologist at the US Fish and Wildlife Service and as a Supervisory Information Specialist at the Patuxent Wildlife Research Center brought a welcome set of skills and knowledge to the Beaches Heritage Tour Project. He takes special pleasure in the delight of tourists who experience the Chesapeake Bay on fishing excursions.  Like many other BTA Board members, Bob is also a member of the Beach Business Group.


Board Member Gary Armstrong grew up in Southern Maryland and was graduated from Towson State University with a degree in Business Management. He is Past President of the CBA Calvert Business Alliance, and is the owner of Armstrong Companies Inc. (Heavenly Chicken and Ribs in Dunkirk MD and Chicago Steak Company.)  Gary is an active member of the Restaurant Association of Maryland. and is the National Account Manager for Performance Food Group in the mid-Atlantic region. He serves on the board for the Calvert Cannons and supports many Athletic teams. He was also a member of the Sigma Alpha Epsilon Fraternity and leadership council. Gary lives in Dunkirk (MD) and loves hunting, the outdoors and music.

 

Board Member Pat Carpenter serves as Chair of the Fundraising Committee of the Beach Trolley Association (BTA) and the Trolley Launch Event Committee. Carpenter is the President of The WISH List, a political action committee that works to elect moderate Republican women candidates. She is also the Owner of Celebrate, a floral design and event planning company located in Chesapeake Beach, MD. Carpenter has 40 years experience as a florist. In addition, she has 30 years experience in state and national politics and event planning. Her political work includes campaign management and fundraising for local and statewide political campaigns; serving as a Regional Finance Director, Director of Conventions and Meeting and Deputy Chief of Staff at the Republican National Committee; and Deputy for Political Operations for the Bush-Quayle 1992 presidential campaign. Carpenter currently serves on the Board of Directors of the Calvert Marine Museum, the Calvert County Commission for Women, and is an Honorary Chair of the 27th Annual Cancer Gala in Chesapeake Beach. 

Board Member Jane Hagen is originally from the state of Washington. Her now deceased husband was a nuclear submariner and thus they moved 27 times during his 32 years of service. She was active on many Navy related committees and boards. Jane is a part-time sales and marketing assistant with Marrick Properties. She is currently a councilwoman for the Town of North Beach, the council representative to the Planning and Zoning Commission as well as the Appeals Board. She was appointed to the Legislative Committee for the Maryland Municipal League. She is a member of the North Beach House and Garden Club and very active in her church. 


Board Member Lisa Payne is an original member of the Beach Business Group's Trolley Committee, Ms. Payne currently serves on the Board of Trustees of the Beach Trolley Association (BTA) acting as the Marketing Chairman of the Board. She also currently serves on the Board of Directors for the Bayside History Museum and is a member of the Beach Business Group.  Receiving a degree in Business Management from Bauder College in Atlanta Georgia, Ms. Payne spent years in retail management serving in a variety of management positions including Operations Manager, Human Resources Manager and General Manager. During that time, Ms. Payne assisted in opening many retail stores throughout Maryland and DC for companies such as Hechts, Ross Stores and Marshalls.  After 15 years in retail management Ms. Payne obtained a second degree in Paralegal Studies at the University of Maryland. After receiving her degree she served 9 years with the American Red Cross in the Office of General Counsel where she was the Employment Case Manager for National Headquarters, Red Cross Chapters and Biomedical Regions. During that time she was an active member of both local and National Paralegal Associations and worked as a volunteer for 9 years on a legal team providing free legal aid and advice at a Maryland Shelter for the Homeless.  Ms. Payne moved to the Beaches 3 years ago and is living her dream owning and operating SeaScapes Home Accents and Gifts in North Beach. 

Board Member Lynda J. Striegel lives in the town of North Beach and is an experienced artist and attorney. In her law practice, she specializes in business law, wills, trusts, and estates and has over thirty years of broad-based experience. Her experience ranges from Senior Counsel to Bank of America to SEI Mutual Funds Investments to Sallie Mae. She is licensed to practice in Maryland, Virginia, and the District of Columbia.   East Coast based, she has lived in New York City, Philadelphia, and Washington, DC. Ever searching for innovative best practices, she established the Law Office of Lynda J. Striegel in North Beach in 2001.  Lyn’s creativity emerges in her law practice as well as her painting. The joy she felt as a youngster in creating on canvas remains today. By age 21, she had her own studio, studied with David Smith, the sculptor, and continued fine arts classes at Iowa State University. Her work has been shown at the French Embassy and at galleries in Iowa, Canada and the U.S. and is in many private collections. Lyn’s work may be found locally at Seascapes in North Beach.  Lyn is an active participant in community affairs and holds the following positions:  Member, MD, VA, DC, & Calvert County Bar Associations; Council Member, Town Council of North Beach, MD, elected in 2006; President, Beach Business Group; Trustee, Beach Trolley Association; President, Paran Foundation; Member, Northern Calvert Rotary .
